This is the whole ball game in Georgia. There is no statewide net metering mandate.
Georgia Power has operated a limited monthly netting program with a capped enrolment; outside that cap, exports have typically been credited at an avoided-cost rate well below retail. EMCs — Georgia’s electric membership cooperatives — and municipal utilities each set their own terms, and they vary enormously.

2. How much you use during daylight
Where export credit is poor, self-consumption is what makes solar pay. Power you use as you generate it is worth the full retail rate; power you export may be worth a quarter of that.
Georgia’s favourable factor here is air conditioning. Cooling load peaks in the afternoon and runs for six months of the year, which lines up reasonably well with solar production. A household that is home during the day, runs AC hard, and charges an EV in the afternoon captures far more value than one that is empty from 8 to 6.
